Renewable energies: “We no longer have time to wait”, warns Agnès Pannier-Runacher – France




What do you say to the residents of the Guérande peninsula, who deplore the installation of propellers in a natural area?

I saw, for my part, a project of economic sovereignty, with players who master the entire chain of production, installation and management of wind turbines at sea. France is the leader and exports its blades and nacelles to in the USA. I also saw a project likely to guarantee us a stable energy price, a subject at the heart of the concerns of the French. I especially saw a project that will reduce our consumption of fossil energy. This summer, the impact of global warming has been revealed to everyone with floods, droughts and mega fires. We no longer have time to wait.

France accuses? ten years behind other European countries in offshore wind power. How to catch up?

The bill that I am going to present on Monday will contribute to this, by placing consultations upstream of all projects. For this project in Saint-Nazaire, which took twelve years, it appears that the stopping phases were linked to the fact that steps were taken before having been agreed. We now know that we have to do it in the right order, by getting everyone around the table before launching calls for projects.

The opposite happened in the bay of Saint-Brieuc, where the wind farm met with strong reluctance from fishermen…

This is why we want to anticipate the different uses of the sea (fishing, leisure, tourism, biodiversity, energy). They will be reconciled with programming by seafront. It will distribute the space taking into account the red lines of each.

For the park of Groix-Belle-Île, the elected representatives of the coast are demanding a location further from the coast than the zone proposed by the services of your ministry. What is your decision?

We are completing the public debate with associations and elected officials. With Hervé Berville and Christophe Béchu, we will do our best to find the crest lines that respect everyone’s uses. The decision will be made very soon.

Should wind farms be located beyond 12 nautical miles in order to be better accepted?

The reality is more complex. Offshore, you quickly reach great depths. We therefore need floating installations, which are not without impact, particularly on fishing. Energy will only concern 5% of the maritime domain, but it must be positioned without ignoring fishing or landscapes. Nothing would be worse than immobility. So, let’s move forward together in respect of each other’s uses.

The energy issue is also half of EDF’s nuclear fleet which is shut down. What profile should Jean-Bernard Lévy’s successor at the head of the company have?

The President of the Republic and the Prime Minister wanted to open a new page in the history of EDF, with the operation which leads the State to take complete control of the company. Behind, there are industrial, operational and support issues for the decarbonization of our country. The future leader must have an industrial vision and operational excellence, embark the EDF teams on this new chapter in its history with extraordinarily ambitious projects: whether it is the revival of the nuclear sector or all the challenges renewable energies, as we have seen with the Saint-Nazaire park, which is supported by EDF Renouvelables.
