The ARC accused Chan and Zuckerberg of creating million-dollar grants and asking Plouffe to send the money to Democratic groups in swing states, while Plouffe used the CTCL, CEIR and NVAHI, which are not-for-profit groups, to set up the “program”. All three groups are tax-exempt, but the CRA argues that the exemption is inappropriate for these grants and that tax should have been paid on large donations.

“It is beyond shameful to imagine federal taxpayers subsidizing the partisan preferences of billionaires who could easily have given to a Democratic super PAC in 2020,” the CRA said.

“But, of course, they wouldn’t have been able to get a tax deduction, so they disguised the political nature of their donations and funneled them through ‘charity’ middlemen, making ordinary Americans foot the bill,” added the CRA.
