Odessa police: children left alone in moving vehicle cause parking accident, mother arrested | KTAB

ODESSA, Texas (KMID/KPEJ) – An Odessa mother was arrested earlier this week after officers investigating a crash said she left her three children alone inside a moving vehicle .

Chelse Roy, 30, was charged with three counts of child abandonment/endangerment, a felony from state prison.

According to an affidavit, on November 22, officers from the Odessa Police Department responded to the scene of an accident in the parking lot of Lowe’s Home Improvement.

At the scene, officers encountered a woman, later identified as Roy, who said she had left behind her three children; aged eight, six and five, alone in the vehicle as she went inside the store to pick up moving supplies. Roy said while walking back to his SUV, one of his children said the vehicle in front of them hit them as he was parking.

Investigators then reviewed security video which showed Roy walking away from his vehicle. Minutes later, video captured a second vehicle pulling into the stall in front of his green Tahoe without incident. About five minutes later, video showed movement from inside Roy’s vehicle on the driver’s side – officers said his Tahoe then rolled forward and struck the second vehicle.

Roy was arrested and taken to the Ector County Law Enforcement Center where she remained Wednesday afternoon. His bond was set at $9,000 combined.
