On Thursday, JPMorgan accused Cecile de Jongh of being Epstein’s “primary conduit for spreading money and influence throughout the USVI government,” in a court document.
One of the world’s biggest banks has accused the wife of the former governor of the US Virgin Islands (USVI) of aiding in Jeffrey Epstein’s sex crimes. Cecile de Jongh, who may go by her maiden name Cecile Galiber, is the former first lady of the Virgin Islands and served in that role from 2007 to 2015 when her husband was governor.
Cécile worked for Epstein, an American financier who was arrested for procuring children for prostitution as well as child sex trafficking, but died in prison by suicide while awaiting trial. According to JPMorgan, she managed Epstein’s companies on the USVI and received $200,000 in 2007 in compensation alone.
Epstein owned a small island in the USVI during his lifetime.
JPMorgan also alleges Epstein paid the former first lady’s children’s tuition as she advised Epstein “on how to buy control of the USVI’s political class.”
The USVI filed a civil suit against the bank last year, alleging that JPMorgan was “essential to the operation and concealment of Epstein’s trafficking enterprise.” Their allegation against Cécile is part of a defense in response to the lawsuit, which seeks damages from the bank.
The bank also alleges Cecile helped Epstein secure student visas for his victims and helped enroll them in a “tailor-made class” at the University of the Virgin Islands that was set up to “provide cover for their presence in the territory. The same year they were “enrolled,” Epstein donated $20,000 to the university through one of his companies.
The filing adds that Cecile advised Epstein to have someone else sign the victims’ school payment letters because she may have been “aware of the risk of having a registered sex offender sign the letter.”
Epstein also met with leaders of the USVI Port Authority, which operated an airport in St. Thomas where Epstein allegedly trafficked his victims. Cecile, according to the report, asked Epstein to support a local lawmaker’s bid to return to a Port Authority position because she would be a good fit for him.

The filing shows Epstein made a significant donation to USVI politicians and the government, including $30,000 to the campaign of Stacey Plaskett – a delegate to the US House of Representatives since 2015, and a gift of 25 $000 to Governor Albert Bryan’s current inaugural committee and donations to a school library.
“Based on his relationship with the government, when he traveled to the USVI airport accompanied by young women as a registered sex offender, Epstein could rely on his ‘good relationship’ with the officials there to avoid examination or detection,” the court document reads.
In 2011, Cecile also reached out to Epstein to make sure the wording of a bill that proposed to increase supervision of sex offenders would “work for him.” Then, when the bill passed, she apologized to him for “how things turned out.”
