Ella Toone put England on the right track when she brilliantly opened the scoring in the 62nd minute with a scoop.
But Lina Magull’s leveler with ten minutes left threatened to give England a familiar heartbreak.
And as the game appeared to be heading for a penalty shootout – where England have always struggled and Germany have shone – Kelly stepped up.
A rush on goal saw the Manchester City striker go home and win the game.
