Debates over how best to deal with crime, mental health and homelessness come as the pandemic exacerbates many of these longstanding issues across the country.

“The underlying conditions were never addressed, so we are now at a time where it feels like a powder keg is exploding,” said Donovan Richards, the Borough of Queens President. Describing how ingrained many of these overlapping issues are, he continued, “Eric ran on a safety platform, and it’s going to be a challenge.”

Lawmakers and Asian American community leaders said in interviews that the mayor urgently went behind the scenes to share information after Ms. Go’s murder. Police said there was no indication that she was targeted because of her ethnicity, but the stampede may have been particularly heartbreaking for many Asian New Yorkers, a diverse constituency that has seen an increase in bias crimes amid the pandemic .

On Saturday, Mr. Adams called a Zoom meeting, inviting Asian American elected officials from across the city, elected Manhattan leaders and community advocates, the mayor’s office said. Police Commissioner Keechant Sewell and several chiefs were also present.

“Regardless of the accusations, our community is truly in shock right now,” said Jo-Ann Yoo, executive director of the Asian American Federation. “I just appreciated that he even reached out to engage us in this way.”

The mayor also spoke to State Senator John C. Liu about the Times Square murder before Mr. Liu had seen the news reports, and Mr. Liu said Mr. Adams had it “better managed than anyone who has managed it in recent memory”. But the bar that Mr. Adams must continue to achieve, he suggested, is high.

“Voters have dramatically high expectations of Mayor Adams when it comes to public safety,” Liu said. “He made it an issue during the campaign, rightly so, and people expect him to deliver on his promises.”

Mr. Adams said on Monday that he was acutely aware of this dynamic.

“I want the expectations to be high,” he said. “The stakes are high.”
