East St. Louis announces declaration of emergency days after historic flooding

ST. LOUIS, Mo. (KMOV) – The City of East St. Louis on Thursday announced that the city has declared a state of emergency due to Tuesday’s historic flooding.

A press release says Mayor Robert Eastern III declared an emergency on Tuesday, even though the press release was issued on Thursday.

St. Clair County also announced a disaster proclamation Thursday, but said it was signed into law Wednesday.

Many locations in the West metro area announced disaster declarations immediately following the floods on Tuesday.

“I called the governor’s office today…they haven’t heard anything from the mayor to declare this a national disaster,” said Denise Smith, an East St. Louis resident whose the house is still flooded near Terrace and State Street. “I had my 2 year old daughter. So basically I had to wear it over my head while walking in water up to my neck. We just wonder why we don’t get help from FEMA and anybody like that. Most of us have been calling 211 since Tuesday and haven’t heard back. We haven’t heard anything. I have nowhere to turn. I have no resources or anything like that. That’s why I rely on them.

Smith told News 4 the city has placed stranded residents in the DraftKings Casino Queen hotel, but residents are unsure how long they will be able to stay.

“I’m shocked it’s still this high,” said Shannon Smith, whose family lives near Mary and Terrace.

Smith told News 4 that her niece and aunt had to evacuate.

“His basement and stuff are flooded,” she said. “I haven’t seen it happen like this in a long time, but if it happened before – I mean – they should know it should happen again. They should put something in place to help these people.

News 4 contacted the East St. Louis mayor’s office multiple times and a spokesperson said it was unavailable Thursday.
