The opposition expressed its indignation after the Minister of Labor Elisabeth Borne explained that employees concerned by the obligation to have a health pass at their workplace and who do not submit to it would see their contract suspended without remuneration. “No vaccine, no salary. The president of the Patriots Florian Philippot, very hostile to the health pass and compulsory vaccination for caregivers, was also indignant at these announcements. “Special procedure for express suspension of the employment contract, without remuneration!” Unprecedented and massive social war behind the health pass! Asked about the methods of setting up the health pass, the Minister of Labor Elisabeth Borne explained on July 20 on BFM TV that employees who do not present the famous sesame for positions where it will be mandatory from the end of August would see their employment contract suspended without pay. She said reluctant employees could always “take RTT or days off”. These provisions were included in a government amendment to the Health Restrictions Bill. There will also be, according to her, the possibility “to agree on another assignment, in a place” where the employee will “not be subject to the health pass”.
After twelve hours of debate and the examination of some 600 amendments, the deputies adopted the text in committee shortly after 5 a.m. on the morning of July 21. Strongly contested by a fringe of public opinion, and this even in the street, this text reflects the announcements of July 12 by Emmanuel Macron, concerning in particular the vaccination obligation for caregivers and the health pass (proving the complete vaccination, a recent negative test or immunization) for access to cafes, restaurants and trains from early August. These new health restrictions are defended by the executive in the face of the increase in recorded cases of Covid-19 contamination in France, due in particular to the delta variant.
