It is a faithful among the faithful of Jean-Luc Mélenchon who is now implicated in the ongoing judicial investigation into the campaign accounts of the candidate La France insoumise (LFI) in the 2017 presidential election. Marie- Pierre Oprandi, financial agent, guarantor as such of the regularity of the campaign accounts filed with the national commission, was indicted on April 29 for “illicit loan of labor” and “use of forgery”, as Agence France-Presse (AFP) revealed it.
The Ere du Peuple association, Jean-Luc Mélenchon’s provider during the campaign to the tune of 440,000 euros, for its part was indicted on March 29 for the sole offense of “illicit loan of labor. “. Mme Oprandi and the association were placed under the status of assisted witness for the offenses of “aggravated fraud”, “breach of trust” or “illegal campaign financing”. These are the first indictments since the opening of the judicial investigation in November 2018.
“No particular concern”
The examining magistrate notably reproaches the Era du Peuple association for having overcharged the financing association of Mr. Mélenchon for the work carried out by its employees to the tune of 152,688 euros. The National Commission for Campaign Accounts and Political Funding (CNCCFP) had indeed noted a difference between the salaries paid by the association and the amounts invoiced to the representative.
Was it to benefit from reimbursements of expenses incurred by the campaign up to the amounts declared? The examining magistrate considered that it could be a matter of profit, as defined in the labor code and which is prohibited in matters of the loan of labor. The accounts were finally validated by the CNCCFP after it rejected more than 400,000 euros out of the 10.7 million declared.
As AFP clarified, among the employees of the association, Mathilde Panot and Bastien Lachaud, who have since become members of Parliament, were heard in July 2019 in Nanterre by the judicial police, and could be summoned soon before the judge of instruction.
When contacted, Mikaël Régis, Marie-Pierre Oprandi’s lawyer, assured the World that“There is no particular concern [à l’issue de cette mise en examen] with the awareness and the certainty that we have always complied with the electoral law ”. Mathieu Croizet, council of the Ere du Peuple association, could not be reached.
